Yeah that was my hunch also... I've battled electrical issues before in other vehicles and know what a pain in the ......they are.

Bad wiring, or loose / shorted connections sounds to me like where your problems lie. I could help, but I am on the East (wrong) coast so I'm too far away. Bad return path (ground) connections are frequently to blame in automotive equipment since the return path is through the body connections. Get a wiring diagram for your silly little car, a good volt/ohm meter, and a buddy that understands electrical wiring to help you figure out what's wrong.

I was doing work behind the dash and the wiper worked prior.   I can't see any issues with wires or connections that might have been caused   by moving the gauge panel around? Funny fact, my Hour gauge was inop prior but   now works, yet my wipers which worked prior are now inop. Oy!

I’m having a   similar issue but it’s a little more odd.  I have a pull/push switch on   my dashboard that gives power to the wiper controls on the steering column   control.  If I pull it out to give the wipers power it shuts my engine   off but the windshield wipers will work.  It’s very bizarre and I have no   idea how to fix it.  It basically shorts the whole thing out except for   the wipers.  It’s a very creative drive in a rain storm!    J

My 97   Interceptor's wiper has decided to stop working. I checked the fuse, which was   blown and replaced it. The turn signals & headlight switch works, the   hazards button works, but moving the wiper stalk doesn't result in anything.   What is the best way to figure out if it's the wiper motor that's the problem   or if I need a new combination switch? Having an operating windshield wiper   would definitely be a good thing to have again...   Ha!
