[Silly Little Cars] ? about registering an (out of) State-owned vanster

I'm hoping to purchase a 1982 cushman vanster from a fellow in Oregon, to
use as a veterinary house-call vehicle in San Francisco.  The seller has
the bill of sale from the state of Oregon, and the title.  The vehicle has
always been "exempt" from registration, as a state owned vehicle, and the
current owner has not tried to register it in Oregon.  Does anyone know
whether I'll have trouble registering it as a motorcycle in California?
