I have a 94 and my governor was under the seat against the firewall and hidden in a metal box. Once you take the metal box off you can cut the black wire and cap it then you'll be off and running. Beware on the highway, it turns into a suicide ride pretty quick if its windy or trucks are flying by you- but it is fun!
