@ Goaliefergie: Many Asian-made vehicles used a Mitsubishi gear-reduction
starter and many have an intermittent starting problem. In order of
ease-to-repair:
 I would look first at battery cables & terminals-even a small amount of
whitish/green corrosion can keep the starter from getting  the amount of
flowing electrons it requires. Take them apart & clean them even if they
look OK.(Make sure key is OFF when connecting/dis-connecting)
Next would be the key switch itself. With some pain you can reach the back
of switch and 'short' across the terminals to eliminate this possibility.
Lastly, remove the starter(Never done it, so I dont know how difficult this
is on a GO-4) DISCONNECT BATTERY FIRST. Where the thick battery cable goes
into the starter there is a tin/irregular-shaped cover. Inside are the
starter contacts-thick/copper  plates.
After many thousands of starts these get corroded/melted(its normal) Remove
these & take to local parts store(preferably NOT a large chain store) A
knowledgeable counter Person can match these up(Probably same as
Hyundai models) When you buy a cheap "Rebuilt" starter usually these
contacts are the only thing that's new.
About $20 for contacts VS. $100 + for starter.
Good luck-I hope its only the battery terminals.
