[Silly Little Cars] '97 Interceptor starting problems and diagnostics questions

My Go-4 has been having intermittent starting problems (turn the key, everything lights up like normal but no crank). Do the 97 Interceptors have a Neutral Safety switch that prevents from starting the car, if so, where is it located (as from reading Festiva and Aspire forums, seems fairly common). I've looked but can't seem to find it? 

Also, is do Interceptors have an OBD-I type diagnostic port? I know the Ford/Mazda/Kia ones aren't OBD-II, but wasn't sure if there was an OBD-I port hiding somewhere.
