[Silly Little Cars] Cushman with no papers

Hi,

I found a deal that's probably too good to be true; I found a Cushman that
doesn't have it's registration papers... I live in San Francisco and have
no idea how long it would take to get a new registration created and
approved.

Has anyone else had experience dealing with something like this?
