Jim, I went thru the exact chain of events(circus ride?) registering my
Cushman Police.  I think they got tired of seeing me at DMV & finally gave
in.
Interestingly, you cant just go to CHP & have them verify VIN & engine
number. Its like the medical professions: You have to be referred to CHP by
DMV  !!
I found it helpful to read up on the Ca Vehicle Code so you have the
pertinent Sections with you at the counter. Its all online.
