[Silly Little Cars] Governor in 2002 Go-4

Thanks for the help finding the governor.  It was buried under a mass of
wiring.  Once found I discovered that it was SIMPLE to adjust.  I did a post
on my http://WalterMittyAC.com <http://waltermittyac.com/> site about it.

I am really enjoying this little beast.  Set the governor to something just
above 50, I think, though it was too windy today, gusty variable winds, to
really go for it.  No warp speed today.
