Unplugging it from the opposing terminal should have the same electrical effect as cutting it. I just took mine loose from its terminal at the other end (away from the black box) and taped it up. Voila – no governor. If you ever want to reconnect, just re-attach the black wire on the terminal you took it off of and secure. Again, mine is a 2004, so may be there is something else involved with the older models, but you might want to try the disconnect method first if you are timid about cutting it.
