[Silly Little Cars] 1997 Go4 - two seater?

Hi there:

I just purchased a 1997 Go-4.  I live near the beach (CA) and use this for short cruises.  It has bench seat and fits 2 people.  If I add a seatbelt can it have 2 passengers? Or if it is classified as a motorcycle in CA are seatbelts required?  (I would put one in for safety but just trying to get information).
