    Gary.. I'm not sure if it applies to yours but my 2008 doesn't have an adjustable unit. Its just a little 2x3x2 potted plastic box. Mine dangles ad floats around in the aluminum box over on the passenger side. When I lifted it up it had a #40 written on it in permanent marker.I assume they are present then potted with resin to prevent tampering.
Like I said though, mines a 2008 but if you can't find one with a screw it may be a potted version.

I'm still looking for the governor on my 2003!  I've been told to cut wires,then not to cut wires, find the black box can't find the black box with thescrew! Does anyone have a 2003 that can help me out with either a location.I've been told it is in the aluminum box behind the back window, I've openedit  but I see it nowhere!
