In the past I've strapped a surfboard to the side of a Cushman using the same sort of side rack people use on bikes, but that's a lot easier than a kayak or paddleboard.
Are you in San Francisco? Sam has a Cushman with a pretty elaborate rack built onto the top that could carry a kayak better than my car. I don't think he's on this list but I could put you in touch with him so you could look at it for ideas. If you're not in SF I'd be glad to take some pictures.
