Unfortunately Lus is no longer working at the Sf DMV.  She went way out of her way to help me.  What eventually worked was giving it a dual registration as a car andf a motorcycle and then putting the auto reg on permanent non-op, which retires it, then you only have the motorcycle reg live.  Mine was the most complicated I've ever heard of, so it can't be anything more than that.  Just remember to be persistent and nice and it will all work out.  I know Raz likes San Mateo DMV.
