[Silly Little Cars] '98 Interceptor not starting

Rain is a frequent problem with ignition systems. My experience is with
the Hyundai engined Interceptors, so a little different from yours. With
the Hyundai's the engine computer is very poorly protected from water
(in the car that the system was originally designed for the engine
computer was inside the passenger cabin), and easily killed. They are
expensive to replace.
If yours is a '98 I'm assuming it's a Ford engine. I don't know much
about them (don't have one myself), but any measures to keep water away
from the high voltage parts of the ignition are usually sensible. Spray
inside connectors with WD-40, seal rubber boots with vaseline.
