The loophole is there for you to see in the CVC - it's the exception to
all 3 wheeled vehicles being motorcycles - if a 3 wheeled vehicle is
enclosed and being used for parking enforcement by a locality then it is
a car. Weird - but you can read it there in the CVC. The loophole was
not what made you legal though - the CVC also says that for any 3
wheeled enclosed vehicle you don't need a motorcycle license, just a car
one, even though the vehicle is a motorcycle.
