[Silly Little Cars] 1971 Cushman Truckster

So I checked out a 1971 Cushman Truckster yesterday in Oakley (see
attached photo - my apologies if it's too big, I just dragged it from
facebook).  It has an original camper shell, 3-on-the-tree shifting,
air-cooled.  It'll need a serious sanding & painting, a little
fiberglass patching in front, but a solid body.  It turns but wouldn't
stay running.  The guy swears it was running a month ago, but admits
it'd been sitting for two years prior.  I told him to call me if he
can get it started.  He's asking $1,200. The engine was pretty grimy.

So, beloved gearheads among you, what should I do?  Is it worth buying
just for the body?  If so, what should I pay, and how easy/expensive
is a new engine/rebuild?  Is it worth it?  Assuming he does get it
started, what should I pay?  So many questions, so little cushman.
